Their competitive and cost-effective proposal ensures international-quality standards aligned with Afghan Building Code (ABC/079) and global healthcare regulations. This partnership launches the detailed design phase, including master planning, oncology-specific facilities, and phased development from 45 to 100 beds. The selection marks a historic step toward delivering free to affordable cancer care in Afghanistan, ensuring dignity, accessibility, and hope for patients and families who have long lacked local treatment options.

After a transparent and rigorous selection process, Wings Consultants has been chosen as the official architectural and engineering design partner for the project.

This partnership marks the beginning of the design journey for Afghanistan’s first dedicated multi-oncology hospital.

From RFP to Selection

Earlier this year, AMC published a Request for Proposal (RFP) for “Design and Implementation Services for Afghan Medical Complex (AMC) by Atta Welfare Foundation (AWF).” The RFP was widely advertised on Jobs.af and ACBAR.org, ensuring accessibility and transparency.

We were humbled to receive 26 proposals from firms representing a wide range of expertise:

  • Local Afghan firms

  • International firms

  • Joint teams combining both local and international experience

Following thorough evaluations, interviews in person and by phone, and extensive discussions with our donors and technical advisors, Wings Consultants was selected as the best partner to bring AMC’s vision to life.

Why This Matters

Choosing the right architectural and engineering design partner is one of the most critical steps in creating a hospital that is sustainable, patient-friendly, and technologically advanced. Wings Consultants brings the balance AMC needs: international-quality design rooted in Afghanistan’s local context.

Most importantly, this selection ensures that AMC will be built to serve Afghan families with dignity, accessibility, and excellence — making free to affordable cancer treatment a reality for communities that have long suffered without local options.

Looking Ahead

With Wings Consultants on board, AMC will now move into the detailed design phase, which will include:

  • Master planning of the hospital campus
  • Architectural, structural, and engineering design development
  • Integration of oncology-specific requirements such as LINAC, radiotherapy bunkers, ICU, diagnostic labs, and chemotherapy wards
  • Compliance with Afghan Building Code (ABC/079) and international healthcare standards (NFPA, JCI, ASHRAE, IAEA)
  • Planning for phased expansion, beginning with 45 beds in Phase One and growing to a full 100-bed facility.

This phase marks the transformation of AMC’s vision into tangible, high-quality blueprints that will guide the construction of a hospital that offers free to affordable treatment for every Afghan in need.

Conclusion

The Afghan Medical Complex by Atta Welfare Foundation has taken another historic step forward. By partnering with Wings Consultants, AMC is not only securing design expertise but also committing to a future where Afghan families no longer need to leave their country for treatment.
