The Afghan Medical Complex (AMC) by Atta Welfare Foundation is proud to be working with two exceptional partners — Wings Consultants and TAHPI — to design, vet, and technically guide Afghanistan’s first dedicated multi-oncology hospital. Wings Consultants, a multidisciplinary firm with extensive healthcare design experience, serves as the Architectural and Engineering Design Consultant, leading the conceptual and detailed design of the AMC. Complementing this, TAHPI, an internationally recognised health planning and technical review firm, serves as the Vetting and Technical Reviewer, ensuring that all designs meet international healthcare standards while remaining locally practical. Together with the Atta Welfare Foundation, these two teams form a collaborative alliance that blends local accessibility, technical excellence, and humanitarian vision — shaping a hospital that will provide free to affordable, high-quality local treatment to Afghan patients and set a new benchmark for medical infrastructure in Afghanistan.


The Atta Welfare Foundation (AWF) proudly announces the formation of a collaborative design and technical partnership between Wings Consultants and TAHPI for the development of the Afghan Medical Complex (AMC) — Afghanistan’s first purpose-built multi-oncology hospital.


This partnership represents a blend of local capability and international expertise, combining Wings’ architectural and engineering leadership with TAHPI’s global technical review and healthcare planning experience. Together, these teams — under AWF’s direction — are laying the foundation for a hospital that will deliver free to affordable, high-quality, and local treatment for Afghan cancer patients.


Wings Consultants – Leading the Architectural and Engineering Design

Wings Consultants has been appointed as the Architectural and Engineering Design Consultant for the AMC project. Known for their multidisciplinary strength, Wings brings a proven track record in designing complex healthcare and institutional projects.Their responsibilities include:

  • Architectural and Structural Design: Developing schematic and detailed plans for the hospital’s buildings and facilities.

  • MEP and Infrastructure Systems: Designing all mechanical, electrical, and plumbing systems to meet hospital standards.

  • Landscape and Site Planning: Ensuring the hospital’s layout supports accessibility, sustainability, and patient comfort.

  • Coordination with Local Authorities: Managing compliance with Afghan building codes, Ministry of Public Health (MoPH) standards, and municipal regulations.

With offices in Pakistan and projects across the region, Wings Consultants combines local familiarity with international design practices. Their team’s previous work on major foundation-led healthcare facilities — including oncology centres — brings invaluable practical experience to the AMC project.


Under the supervision of Engineer Ibadullah Ebad (Project Director) and Engineer Attaullah Shigiwal (Founder), Wings Consultants has already begun design development, focusing on hospital functionality, space optimisation, and energy-efficient systems suited to Afghanistan’s climate.


TAHPI – Providing Technical Review and Global Healthcare Expertise

To ensure AMC’s designs meet international healthcare facility standards, TAHPI has joined the project as the Vetting and Technical Review Consultant.


TAHPI’s expertise spans decades of healthcare design, planning, and standards development across the Middle East, Asia, and Africa. Their responsibilities in the AMC project include:

  • Reviewing all design submissions to ensure alignment with international healthcare codes and oncology-specific requirements.

  • Providing technical guidance on radiotherapy, HVAC systems, medical gas distribution, and infection control.

  • Advising on hospital workflows, patient safety, and clinical adjacencies to ensure operational efficiency.

  • Supporting knowledge transfer and capacity-building initiatives for Afghan professionals involved in the project.
