On April 22, 2025, the leadership of the Atta Welfare Foundation (AWF) met with the special committee appointed by the Directorate of Ministers of the Islamic Emirate of Afghanistan. The meeting, chaired by Al-Hajj Maulvi Gul Zarin Sabir, was convened to review the development of Afghanistan’s first standard cancer hospital, initiated by AWF under the Afghan Medical Complex (AMC) project. During the session, Ibadullah Ibad (Project Director) delivered a comprehensive presentation outlining the hospital’s progress from its announcement to date, supported by documented evidence. Questions from the committee were answered by Ibadullah and Eng. Attaullah Shigiwal (Founder). Concluding the meeting, the committee chairman assured AWF of full cooperation from government agencies, affirming that ministries and administrative bodies will jointly support the hospital’s development moving forward.
Introduction
The meeting was chaired by Al-Hajj Maulvi Gul Zarin Sabir, who welcomed AWF’s leadership team and outlined the mandate of the committee, created specifically to oversee and support the establishment of this vital healthcare facility.
Chairman Sabir began by explaining that the committee had been formally established by the Directorate of Ministers to provide strategic oversight and ensure that all government agencies work in alignment to support the construction of the cancer hospital.

Presentation of the AMC Project
Following the chairman’s remarks, the AWF team was invited to present a detailed update on the progress of the Afghan Medical Complex.
- Ibadullah Ibad, Project Director, delivered a comprehensive presentation that chronicled the journey of the project from its public announcement to the present day.
- The presentation included documented evidence of every milestone, from land acquisition and site preparation to partnerships, MoUs, and design team selection.

Assurance of Government Support
“We will create a strategy so that every ministry and administrative body participates with you,” he stated, affirming that the government views the AMC as a national priority.
