Architectural and Engineering Team Selection for Afghan Medical Complex

Abstract
The Afghan Medical Complex (AMC), under the Atta Welfare Foundation, has launched the architectural and engineering design phase for Afghanistan’s first multi-oncology hospital. Following the purchase and preparation of 22,000 m² of land in New Kabul City, a Request for Proposal (RFP) was advertised on Jobs.af and ACBAR.org to ensure a transparent, inclusive, and competitive selection process. This phase will define the hospital’s master plan, ensure compliance with Afghan Building Code (ABC/079) and international standards (NFPA, JCI, ASHRAE), and integrate oncology-specific medical planning with sustainable engineering solutions. The chosen firm will be pivotal in shaping a facility designed for accessibility, resilience, and patient-centred care. This milestone demonstrates AWF’s commitment to transparency, best practices, and the vision of delivering affordable, local cancer treatment for Afghan patients.

Introduction

The Afghan Medical Complex (AMC) by Atta Welfare Foundation has entered another exciting stage in its journey to establish Afghanistan’s first dedicated multi-oncology hospital. With the land purchased, secured, and prepared, we are now moving forward with the architectural and engineering design phase — a critical step that will shape the future of the hospital.

Call for Proposals

To ensure a transparent and professional process, the Request for Proposal (RFP) for architectural and engineering services has been officially advertised for a month on two leading Afghan platforms:

- Jobs.af
- ACBAR.org

The project is titled:

“Design and Implementation Services for Afghan Medical Complex (AMC) by Atta Welfare Foundation (AWF).”

The RFP outlines the scope of work, technical requirements, and expectations for the selected firm. Interested parties are invited to apply within the submission period, it represents a vital stage in identifying the right partners to bring this ambitious project to life.

Why This Stage Matters

The architectural and engineering phase is one of the most important stages in the hospital’s development. It will determine:

- The master plan and design of the facility.
- Compliance with Afghan Building Code (ABC/079) and international standards such as NFPA, JCI, and ASHRAE.
- The integration of medical planning with engineering solutions for oncology-specific needs.
- Efficient use of the land, patient-friendly spaces, and sustainable infrastructure.

Selecting the right design and engineering team ensures that AMC will not only stand as a building but as a centre of healing, resilience, and innovation.

A Transparent Process

By publishing the RFP through recognised job and NGO platforms in Afghanistan, AWF is ensuring transparency, inclusivity, and accessibility. Firms and consultants from across the country and beyond were given equal opportunity to participate, demonstrate their expertise, and propose their vision for the Afghan Medical Complex.

This process also reinforces AWF’s commitment to international best practices in procurement and project management.

Looking Forward

The proposals received will now undergo a careful review and evaluation process. Technical expertise, healthcare experience, affordability, and compliance with standards will all be assessed before a final decision is made.

The selected architectural and engineering team will work hand in hand with AMC to translate vision into reality — designing a facility that delivers quality, affordable, and local treatment for Afghan cancer patients.

This stage is more than just paperwork; it is about laying the creative and technical foundation of a hospital that will serve generations to come.

Conclusion

The Afghan Medical Complex continues to progress step by step, with each milestone marking another victory for Afghanistan’s healthcare system. The launch of the architectural and engineering selection process is a testament to the dedication, transparency, and vision of AWF.

Together with our partners, supporters, and the Afghan community, we are building a hospital that will save lives and bring hope.
